
On November 28, 2017, the Center for Ecology and Energy and the Wings of Hope Foundation organized a workshop to present the project “Civil Society Organizations as Equal Partners in Monitoring Public Finances,” aimed at improving the accountability and transparency of public finances and strengthening the role and voice of civil society in monitoring the performance of institutions in public spending.
In addition to public debt, the tax system, and infrastructure projects, one of the key project topics is public-private partnership. Public-private partnership (PPP) is a financing model that the government of Bosnia and Herzegovina is considering as an option to ensure and improve necessary services or infrastructure projects for citizens. Within the framework of the project, a study was developed and presented at the workshop. The study provides an overview of current challenges, as well as the advantages and disadvantages of this model, focusing on policies and legislative frameworks, institutional capacities, and external factors such as awareness of PPP.

In order to improve the work of organizations active in these fields, a call for projects is planned for the beginning of next year. With the aim of ensuring organizations are as prepared as possible for the announcement of this call, a part of the workshop was dedicated to presenting this public call.
The workshop initiated discussion and interaction between participants and institutions, and also provided an opportunity for networking and creating connections between organizations and individuals in Bosnia and Herzegovina dealing with similar topics in the fields of environment, energy, public finances, and transparency.
