Civil Society Organizations as Equal Partners in Monitoring Public Finances

Project Goals

The general goal of the project is to improve accountability and transparency of public finances in member countries and to strengthen the role and voice of civil society in monitoring the impact of institutions working in this field.

Specific Project Goals

  1. Improve the knowledge of civil society organizations on public finances and international financial institutions and strengthen the capacities of civil society organizations for monitoring public finances and international financial institutions;
  2. Build knowledge on advocating for sustainability, transparency, and accountability of public finances and international financial institutions;
  3. Increase the networking and cooperation of civil society organizations for monitoring public finances at the regional level and the level of the European Union;
  4. Advocate for transparency, accountability, and efficiency of public institutions in public finances;
  5. Achieve greater focus on the needs of citizens in policy-making;
  6. Improve the understanding of media and the wider public of the challenges in public finances and the impact of international financial institutions.

Project Target Groups

  • Civil society organizations and grassroots organizations in target countries that monitor or wish to monitor public finances;
  • Decision-makers (parliaments, ministries, civil servants, key staff of international financial institutions, EU institutions) in countries where the project is being implemented or in the European Union;
  • Media, primarily domestic and international media, but also local and regional media, including online media.

End Beneficiaries

  • Civil society organizations and grassroot organizations in target countries that become recognized by authorities as efficient and accountable, independent actors who can participate equally in dialogue with authorities;
  • Authorities in countries where the project is being implemented and in the European Union, who can benefit from constructive analyses pointing to inefficiencies and low transparency in public finances and recommendations on how to resolve problems as much as possible;
  • The public, e.g. citizens of target countries who pay taxes, who will spend them more transparently and efficiently.

Expected Project Results

  • Improved knowledge and capacities of civil society organizations in delivering policy proposals, analyses, and ensured participation in decision-making on public finances and other specific topics;
  • Public institutions recognize the role of civil society organizations in ensuring accountability of authorities and including proposals for new policies;
  • Citizens are well informed on project topics;
  • Strengthening of organizational capacities to ensure monitoring and assessment of the impact of the organizations’ work and maintaining the network;
  • Establishing a regional network that is capable of regionally monitoring, tracking, and analyzing various policies and processes, recognizing key problems, proposing solutions, and advocating for change.
